The entirety of the Empire’s intelligence apparatus is controlled by the Master of Whisperers, a member of the Small Council entrusted with the collection, interpretation, and deployment of information. Unlike other offices of power, this role does not command through visibility, but through awareness.

The Master of Whisperers determines what is worth knowing, who must be watched, and when information becomes action. In this way, knowledge itself becomes a weapon—one that can prevent rebellion, expose betrayal, or shape the decisions of the Crown.

  • Dawnmaidens (Dew-Keepers) – Sanctioned courtesans who extract information from patrons in moments of vulnerability. Their title, a deliberate mockery of Aurah, reflects both their role and the Empire’s quiet suppression of competing symbolism. Through intimacy, they gain access to truths that would never be spoken in daylight.

These agents are not bound by traditional structures. They exist within the fabric of society itself, gathering information simply by being present where others are not observed.

The Empire’s intelligence network relies on subtlety rather than spectacle. Information is gathered through:

Orphans gather whispers from the streets, while Dawnmaidens extract truths from behind closed doors. These fragments are then assembled into a clearer picture—one that reveals intent, alliance, and threat.

In this system, betrayal is not discovered.
